I should like to draw the attention of the Public Accounts Committee to my reply concerning the utilisation of the saving on Subhead A. 6 of the Vote for External Affairs, 1948-49. My reply is open to the interpretation that the saving on the Subhead was subsequently expended by the Cultural Relations Committee. In fact it was expended with the sanction of the Department of Finance in the year under review to meet excesses on other Subheads of the Vote.
