PROPOSED CHANGES IN FORM OF ESTIMATES

I am directed by the Minister for Finance to state, for the information of the Committee of Public Accounts, that, in the Estimates volume for 1950/51, it is proposed to drop the Estimate for Personal Injuries (Civilians) Compensation (No. 70 in the current volume) and to provide for the service in the Estimate for Superannuation and Retired Allowances. It is proposed also, to drop the Estimate for Agricultural Produce Subsidies (No. 30) and to absorb it in the Estimate for Agriculture.


Compensation in respect of injury to or the death of civilians caused by the dropping of bombs or other war-time action is a dwindling service, the provision now required being of the order of £2,000 a year only. It is considered unnecessary, therefore, to have a separate Estimate for it.


Flour and other agricultural subsidies are already borne on the Vote for Agriculture and it is considered desirable for administrative reasons that the provision for Agricultural Produce Subsidies—in effect dairy produce subsidies— should also be included in that Vote.

With reference to your letter (F. 101/3/38) of the 8th instant, I have been requested by the Chairman of the Public Accounts Committee to inform you that the Committee notes that in the Estimates for 1950/51, it is proposed to drop the Estimate for Personal Injuries (Civilians) Compensation and to provide for this service in the Estimate for Superannuation and Retired Allowances.


The Committee also notes that it is proposed to drop the Estimate for Agricultural Produce Subsidies and to absorb it in the Estimate for Agriculture. In this connection the Committee would like to direct attention to the necessity for particular care in exercising the use of virement as between the subheads for Subsidies and the other subheads in the Agricultural Vote.

I am directed by the Minister for Finance to refer to your minute of 28th February, 1950, concerning the absorption in the 1950/51 Estimate volume of Personal Injuries (Civilians) Compensation in the Vote for Superannuation and Retired Allowances and Agricultural Produce Subsidies in that for Agriculture.


As regards the concluding part of the minute, the Minister desires me to say that the Committee of Public Accounts may rest assured that, if the question arises of using virement in respect of any Subhead of the Vote for Agriculture, the understanding reached with the Committee in the past will be carefully observed in the exercise of the Minister’s discretionary power in the matter.
