COMMITTEE ON PROCEDURE AND PRIVILEGES.

REPORT RE WEARING OF GOWN BY CEANN COMHAIRLE.

1. It has been represented to the Committee on Procedure and Privileges that it would be more consonant with the authority and dignity of the Dáil if the Ceann Comhairle were to wear a gown when occupying the Chair. The Committee assents to this view and is of opinion that the practice should be adopted without delay. To this end the Committee has examined various types of gown and has recommended a suitable design to the Ceann Comhairle.


2. The Committee considered whether the Leas-Cheann Comhairle should also wear a gown, of the same or different design, but decided to confine its recommendation to the Ceann Comhairle as being the sole person vested with full authority under Standing Orders.


3. The Committee decided not to recommend that gowns be worn by the Clerk and Clerk-Assistant while attending on the House.


4. As the proposal contained in this Report is an innovation in the formalities associated with the proceedings of the Dáil, the Committee considers it advisable that the Dáil should express its approval before it is put into effect. The Committee accordingly recommends this course to the Dáil and suggests that a resolution adopting this Report will give it the requisite authorisation.
