APPENDIX X.

OMNIBUS SUPPLEMENTARY ESTIMATE FOR INCREASED PAY FOR CIVIL SERVANTS.

I am directed by the Minister for Finance to refer to the general increases in pay recently granted to Civil Servants and to say that, if normal procedure as regards Supplementary Estimates were followed, sixteen such Estimates would have to be presented for the current year solely because of these increases and the Dáil would thus be asked to pass several Votes for one common purpose.


The Minister feels that, apart from being more economical in the matter of printing, it would be more convenient for the Dáil—as it would be for the Departments concerned—if the total additional provision needed in respect of the sixteen Votes were made in one omnibus Supplementary Estimate and I am to say, for the information of the Committee of Public Accounts, that he proposes to take steps accordingly.


The individual Votes affected and the amount required in each case will be shown in the Supplementary Estimate. The Appropriation Account will, in due course, be prepared by the Office of the Minister for Finance and will show the net amount issued to each Department or Office which will be responsible for the detailed accounting therefor as if it had been covered by its own Vote or Votes.


Where a Supplementary Estimate is needed for a reason other than the increases in pay, provision for such increases will be included in that Estimate instead of in the omnibus Supplementary Estimate.
