APPENDIX VII.

FOOTWEAR FOR NECESSITOUS CHILDREN

Footwear vouchers may be exchanged for footwear within a month of the date of issue. This period may be extended. It would be impracticable to permit the vouchers issued in one year to be used the following year. The distribution of vouchers in each year is related to the footwear available. A carry over of vouchers from one year to another would intensify the problem of relating the distribution to the footwear available. From an accounting point of view also it is necessary that both the local and the central authorities should be able to determine their liabilities in connection with the scheme within a reasonable period.
