REPORT OF THE COMMITTEE ON PROCEDURE AND PRIVILEGES.

Temporary Arrangements for the Disposal of Business.

The Committee on Procedure and Privileges has considered the most effective means of meeting the situation that has arisen in the consideration of Parliamentary business owing to the curtailment of rail facilities, and has unanimously decided to recommend the adoption by the Dáil the following temporary arrangements:—


(1) In order to enable Deputies from country constituencies to avail of the rail services on Mondays and Thursdays, the House to meet on Tuesdays and Wednesdays only; and the sittings on those days to be from 10 a.m. to 9. p.m. continuously;


(2) In Connection with the debates on outstanding current Estimates for Public Services a curtailment of speeches on each Vote of members, in accordance with the following time-table:—


(i) concluding speech of the Minister or Parliamentary Secretary in charge of the Vote—in duration not to exceed 45 minutes;


(ii) one member of each Party or Group representing that Party or Group—30 minutes;


(iii) other Deputies participating in the debate—20 minutes.
