APPENDIX XVI.

PROPOSED CHANGES IN FORM OF ESTIMATES.

QUIT RENT OFFICE.

I am directed by the Minister for Finance to refer to my examination by the Committee of Public Accounts on the 17th June, 1942, in connection with the Appropriation Account of the Vote for the Quit Rent Office for 1940-41 (Q. 802 of Minutes of Evidence) and I am to state for the information of the Committee that arrangements have now been completed whereby the work hitherto carried out by the Quit Rent Office as a separate Vote Establishment will, as from 1st April, 1943, be allocated among other Departments, viz., the Department of Lands, the Commissioners of Public Works and the Department of Industry and Commerce. The existing staff of the Quit Rent Office will be transferred to the Land Commission, which will be responsible for the collection of Crown and Quit Rents and Tithe Rent Charges.

Accordingly no separate Estimate for the Quit Rent Office will appear in the Volume of Estimates for Supply Services for 1943-44 which will be presented to Dáil Eireann in the near future.

SPECIAL EMERGENCY SCHEMES.

I am directed by the Minister for Finance to state for the information of the Committee of Public Accounts that, in the volume of Estimates for 1943-44, it is proposed to drop the Estimate for Special Emergency Schemes and to transfer the services provided for in that Estimate to the Estimates for (a) Local Government and Public Health, (b) Supplies, and (c) Employment Schemes (the title of which has been altered to Employment and Emergency Schemes).

I am to add that under the revised arrangement Dáil control is in no way diminished but is, in fact, increased as the former block provision for Employment Schemes has been divided into Subheads in the new Employment and Emergency Schemes Estimate.
