SECOND REPORT OF THE COMMITTEE ON PROCEDURE AND PRIVILEGES.

Amendment of Standing Orders.

A re-print of the Dail Standing Orders relative to Public Business is desirable in view of the many changes made therein since the issue of the 1936 edition and is, in any case, now necessary owing to shortage of copies of that edition. Before re-printing, the Committee recommends that three amendments should now formally be made in the Standing Orders to bring them into conformity with the practice, which was established by virtue of decisions of the Committee on Procedure and Privileges in 1928 and which has been followed ever since. The suggested amendments are set out in the Schedule hereto and provide—


(1) that Questions shall not be set down for oral answer on Fridays;


(2) that three days’ notice of Questions must be given; and


(3) that Question time shall normally extend to 4 p.m.
