APPENDIX VI.

PAYMENT OF SUBSIDIES IN RESPECT OF CERTAIN HOUSES ERECTED BY AN URBAN DISTRICT COUNCIL.

1. On the 11th August, 1933, the Urban District Council passed a resolution declaring 7 areas containing 86 houses to be Clearance Areas. Under Section 5 of the Housing (Miscellaneous Provisions) Act, 1931, it is mandatory on a local authority to take steps to secure the demolition of all buildings in any area which they have declared to be a Clearance Area.


2. In 1934 the Council proceeded to carry out two schemes for the provision of houses to accommodate families to be removed from the Clearance Areas —one scheme for 12 houses and the second for 10 houses.


3. On the 14th November, 1934, the Council made a Clearance Order in respect of 10 houses included in the Clearance Areas referred to above. This Order was confirmed by the Minister on the 26th July, 1935.


4. When the new houses were completed the families from the 10 houses referred to in paragraph 3 and two other families from houses which were demolished under Section 23 of the 1931 Act were transferred to the 12 new house scheme.


5. The 10 houses in the second new house scheme were let to 10 families removed from houses in the Clearance Areas. No Clearance Order was made at the time in respect of these 10 houses, and the houses became re-occupied.


6. On the 3rd January last the Commissioner for the Urban District made Clearance Orders for the demolition of these houses. The Orders have been submitted for confirmation and a Public Inquiry has been directed in relation thereto.


7. The facts were submitted to the Department’s Legal Adviser who advised that contributions to annual loan charges in respect of the 10 new houses referred to in paragraph 5 could legally be made at a rate not exceeding 66⅔ per cent. under the 1932 Act.
