SECOND REPORT OF THE COMMITTEE ON PROCEDURE AND PRIVILEGES.

Amendment of Standing Orders.

1. Amendments to the Standing Orders of Dáil Eireann in respect of hours of sitting (and certain consequential amendments) to accord with present practice have been considered by the Committee on Procedure and Privileges. The Committee recommends that the amendments set forth in the First Schedule to this Report be made.

2. The Committee has also considered the amendments to the Standing Orders which are rendered necessary by the enactment of Constitution (Amendment No. 24) Act, 1936 (No. 18 of 1936). In this connection the Committee recommends that the amendments set forth in the Second Schedule to this Report be made.

FIRST SCHEDULE.

Amendments of the Standing Orders of DÁil Eireann relative to Public Business in respect of Hours of Sitting (and certain Consequential amendments) to accord with present practice.

Order.	Amendment.
19.	(a) In sub-section (1) the hours “12 o’clock noon” “9 p.m.” “4.30 p.m.” to be deleted, and the hours “10.30 a.m.” “11 p.m.” and “2.30 p.m.” to be substituted therefor respectively.
	(b) In sub-section (2), the hours “8.30 p.m.” “4 p.m.” “9 p.m.” and “4.30 p.m.” to be deleted and the hours “10.30 p.m.” “2 p.m.” “11 p.m.” and “2.30 p.m.” to be substituted therefor respectively.
	(c) In sub-section (3), the hours “8.30 p.m.” “4 p.m.” “6.30 p.m.” “2 p.m.” “8.30 p.m.” and “4 p.m.” to be deleted, and the hours “10.30 p.m.” “2 p.m.” “8.30 p.m.” “12 o’clock noon” “10.30 p.m.” and “2 p.m.” to be substituted therefor respectively.
20.	The hours “9 p.m.” “4.30 p.m.” “6.30 p.m.” and “2 p.m.” to be deleted, and the hours “11 p.m.” “2.30 p.m.” “8.30 p.m.” and “12 o’clock noon” to be substituted therefor; the hours in the proviso to be consequentially amended.
27.	The hours “7 p.m.” and “2.30 p.m.” to be deleted and the hours “9 p.m.” and “12.30 p.m.” to be substituted therefor.
78.	The hours “7 p.m.” and “2 p.m.” to be deleted and the hours “9 p.m.” and “12 o’clock noon” to be substituted therefor respectively.

SECOND SCHEDULE.

Amendments of the Standing Orders of DÁil Eireann relative to Public Business consequent on the Enactment of Constitution (Amendment No. 24) Act, 1936.

Order.	Amendment.
49.	The words “or a Joint Committee of both Houses” to be deleted.
79.	The word “or” to be inserted before the word “Special” and the words “or Joint” to be deleted.
93.	The words “or from a Joint Committee of both Houses” and the words “or from a Joint Committee” to be deleted.
110 to 115 inclusive.	To be deleted.
116.	The words “and the date of its transmission to the Seanad” to be deleted.
117 to 122 inclusive.	To be deleted.
