REPORT OF THE JOINT COMMITTEE ON THE CORK HARBOUR BILL, 1932.

1. The Joint Committee was constituted as follows :—Senator M. F. O’Hanlon, Chairman ; Deputies Briscoe, Everett and Minch ; Senators Fanning, O’Farrell and D. L. Robinson.


2. The Joint Committee considered the Bill on Tuesday, 29th November, 1932.


3. The Joint Committee report that they have examined the Preamble of the Bill and have amended same by striking out the recitals as to the expediency of powers being granted to the Cork Harbour Commissioners to levy increased dues and charges, and increased special tonnage rates, and substituting a power of revision by the Minister for Industry and Commerce of rates, charges, tolls, dues, rents, and other money and receipts authorised by the Cork Harbour Acts, 1820 to 1917, and further by striking out, as being unnecessary, the recitals as to further borrowing powers and as to relief from the obligation to furnish ballast ; that the allegations contained in the Preamble, as amended, have been proved to their satisfaction, that they have gone through the Bill and have made amendments thereunto ; and that they have amended the Title as follows :—


“AN ACT TO AMEND THE POWERS OF THE CORK HARBOUR COMMISSIONERS WITH RESPECT TO RATES, DUES AND CHARGES AND TO PROVIDE FOR THE BETTER AND MORE CONVENIENT KEEPING AND AUDIT OF THE ACCOUNTS OF THE SAID COMMISSIONERS.”


4. In considering the Bill the Joint Committee have had before them a report on the Bill from the Department of Industry and Commerce. The manner in which the recommendations of the said Department have been dealt with is shown in the Appendix.
