Report of Joint Committee.1. The Joint Committee on Private Bill Procedure was constituted by the following Resolution of the Dáil of the 3rd October, 1923:— “That a Committee consisting of five Deputies, to be nominated by Sessional Committee of Selection; be appointed to prepare and submit Draft Standing Orders for the regulation of Private Bill Business, and that the Seanad be requested to appoint an equal number of members of the Seanad to act on this Committee,” and by Resolution of the Seanad of the 10th October, 1923, directing the Seanad Committee of Selection to appoint five members of the Seanad to be joined with the said five members of the Dáil. 2. The following members of the Dáil were nominated by the Dáil Sessional Committee of Selection:—Deputies C. Hogan, Nagle, Cooper, P. O Máille and McCarthy. 3. The following members of the Seanad were nominated by the Seanad Committee of Selection:—Senators the Right Hon. Lord Glenavy, James G. Douglas, The Right Hon. Andrew Jameson, J. T. O’Farrell, and Patrick W. Kenny. 4. The Joint Committee held meetings on Wednesday, 17th October, 1923, and on Tuesday, 30th October, 1923. 5. The Joint Committee have prepared Draft Standing Orders set out in the Schedule hereto, for the regulation of Private Bill Business, and recommend their adoption by both Houses of the Oireachtas. 6. The Joint Committee draw attention to the need in the interest of parties wishing to promote Private Bills during the current Session, of postponing the dates on or before which the notice of intention and deposit of plans, copies of Bills, etc., required by the Draft Standing Orders, is to be published and made.
