THE PROCEEDINGS OF THE COMMITTEE.

1. The Committee met at 11 a.m.


2. The following members were present:—


Deputy O’Sullivan (Chairman), the Minister for Lands and Agriculture, Deputies Egan, Beamish, Baxter, Donovan, P. K. Hogan (Limerick), D’Alton, Johnson, P. Hogan (Clare), C. Byrne, Heffernan, Milroy, J. Cosgrave and Duffy.


Amendment proposed (Deputy Heffernan):


“To add to sub-section (1) a new paragraph as follows:—


‘All payments for milk shall be made at a price per pound avoirdupois, of the butter fat actually contained in the milk, as ascertained by such apparatus or appliances as are prescribed in the first schedule, or as may be prescribed by special regulation, and all samples of milk taken for this purpose shall be properly preserved and retained for at least fourteen days after they have been first tested by the management for the purpose of ascertaining the percentage of butter fat contained in them as the bases of payments, and the said samples shall be available at any time during the said period of fourteen days for examination by an inspector appointed under the Act.”’

“To add to sub-section (2), page 13, the words: ‘Provided that while such licence is current no butter bearing the national mark shall be exported from such premises.”’

(iii.) New Section.


Amendment proposed (Deputy Milroy):


“Before section 13 and in Part II to insert a new section as follows:—


‘Non-compliance with any of the provisions of this part of this Act shall not entitle the Minister to prevent the exportation of butter from any registered premises, unless such butter has been provided to be adulterated’.”

Amendment proposed (Deputy Heffernan):


“In sub-section (2) (a) line 12, and in sub-section (3) (a) line 29, to delete all words after the word ‘Act’ to the end of the paragraphs, and to substitute therefor in each place the following words:—


‘and may be equipped with such additional plant or machinery as shall be approved by the Minister’.”

Amendment proposed (Deputy Egan):


“In sub-section (2) (a) lines 12 and 13, sub-section (3a) 29 and 30 sub-section (4) (a) 48 and 49, to delete the words ‘or with such other plant or machinery as shall be’ and to insert in lieu thereof in each place, the words ‘with such additions and variations (if any) as may be prescribed or as may in any particular case be required or’.”

“In sub-section (1) (j) to delete the words ‘butter manufactured in’ in line 55, and to substitute therefor the words ‘creamery butter obtained directly from’.”

(b) obtain a copy, certified in manner hereinbefore mentioned to be a true copy, of any entry in any register kept in pursuance of this Act on payment of such-fee, not exceeding sixpence for each folio of the copy, as may be prescribed;


(c) obtain such certificate as is hereinbefore mentioned that any specified premises are not registered in a specified register kept in pursuance of this Act on payment of such fee, not exceeding two shillings and sixpence for each certificate, as may be prescribed’.”
