Return presented to Dáil Éireann in accordance with Deputy Thomas Johnson’s motion of 25th January, 1924, including


I.—Report of Committee on Oireachtas Staff, and


II.—Statement showing


(a) the Scales of Salary now (March, 1924) in operation,


(b) the Scales determined by the Committee, and


(c) the Cash Value (including bonus at current rate) of Scales determined by the Committee.


REPORT OF COMMITTEE ON OIREACHTAS STAFF.

In accordance with the terms of the following resolution passed by Dáil Éireann on 23rd March, 1923, and agreed to by Seanad Éireann on the 28th March, 1923:—


“That the Minister for Finance and the Ceann Comhairle be appointed to a Standing Committee to determine the number, grading, remuneration and terms of office, of the Oireachtas Staff, and that Seanad Éireann be requested to nominate a member of the Seanad to act in this Committee.”


A Committee consisting of the Ceann Comhairle, Cathaoirleach an tSeanaid and the Minister for Finance met on several occasions and have come to the following conclusions:—


1. That the establishment of the Oireachtas shall be, for the time being, as set out in the Schedule attached hereto.


2. That, with the exception of those Officers set out in paragraphs (A) and (B) of the Schedule, appointment to the Oireachtas Staff shall be through the Civil Service Commission, carrying Civil Service tenure and superannuation rights: recruitment to be, pending further arrangements, from the general Civil Service examinations subject to special selection.


3. That the Clerk of the Dáil shall be the Civil Service head of the Oireachtas Staff.


4. That the Oireachtas Staff shall be deemed to have entered on the various scales mentioned in the Schedule as from 1st July, 1923, except the Clerk and Clerk Assistant of the Seanad whose appointments are temporary for one year.


5. Paragraph (A) The appointment of the Clerk and Clerk Assistant to the Dail to be made by the President of the Executive Council on the recommendation of the Ceann Comhairle and the Minister for Finance; the appointment of the Clerk and Clerk Assistant to the Senate to be made by the President of the Executive Council on the recommendation of the Chairman of the Senate and the Minister for Finance.


6. That the appointment of the officers set out in the paragraph (B) of the Schedule be made by the President of the Executive Council on the recommendation of the Standing Committee on Oireachtas Staff, with Civil Service tenure and superannuation rights.


8. That the promotion of the present staff be made in accordance with Civil Service Practice.


9. That annual leave, sick leave and hours of attendance be, as far as possible, the same as for ordinary Civil Servants subject always to the requirements of the Oireachtas.

(1) The Principal Clerk in charge of Private Bills will also discharge the duties of Examiner of Private Bills.


In the case of the Clerical and Administrative staff, ranks, below. Senior Clerk consist of general service grades of Executive and Clerical Officers, Shorthand Typists and Typists at the general Civil Service scales, the numbers to be determined from time to time in accordance with the state of the work.


(2) The Editorial Staff also report all Government Commissions and do other Government reporting work of a special character.


(3) The Translation Staff also undertake all Government translation work.
