SEANAD EIREANN.Tuarasgabháil ón gCoiste ar Bhuan-Orduithe.—Dreacht Leasuithe.(Report of Committee on Standing Orders)—Amended Draft.This Committee was appointed by resolution of the Seanad adopted on the 11th December, 1922, in the following terms:— (a)“That a Committee be appointed to draw up Standing Orders for Seanad Eireann. (b)“That the Committee appointed be composed as follows:— Lord Glenavy, Sir John Keane, James G. Douglas, James Moran, Sir T. Grattan Esmonde, Patrick W. Kenny, James Perry Goodbody, John Thomas O’Farrell, Mrs. Wyse Power.” In pursuance of this resolution, the Committee met on December 13th, 14th, 29th, 1922, and on January 5th, 9th, 15th, 1923, the following being present, viz.:— Lord Glenavy, James G. Douglas, Patrick W. Kenny, John T. O’Farrell. It was unanimously decided to recommend the appended Draft Standing Orders to the Seanad. The first draft of the report came up for consideration by the Seanad on the 18th December, 1922, and it was decided to recommit the Proposed Standing Orders for further consideration by the Committee. In compliance with this instruction the Committee met on four further occasions. A revision of the draft was undertaken, and a further draft is submitted herewith. The Committee are conscious that these Orders will require to be altered or added to from time to time, and they recommend that such alterations be carried out by a Committee, as prescribed by these Orders. The Committee also recommend that the Standing Committee proposed to be created by these Orders, should be entrusted with the authority when preparing these Orders to consult with Standing Orders Committee of Dáil Eireann, with a view to recommending to the Seanad the necessary Orders for intercommunication between the two Houses; and for all other matters in which both are jointly concerned.
