SEANAD EIREANN.

(Report of Committee on Articles 21 and 23 of the Constitution and suggested appointments and remuneration of Officers of the Seanad.)

This Committee was appointed by resolutions of the Seanad adopted on the 13th December, 1922, in the following terms:—


(a) “That a Committee be appointed from Seanad Eireann to find in accordance with Articles 21 and 23 of the Constitution and to report on their suggested arrangements for appointments, remuneration, etc. of Seanad Officials.”


(b) That the Committee so called be composed as follows:—Senators Sir T. Grattan Esmonde, A. Jameson, Sir John Griffith, J. J. Parkinson, O. St. J. Gogarty, T. Farren, T. Westropp Bennett, Mrs. Wyse Power, M. O’Dea, Col. Moore, E. MacLysaght.


In pursuance of these resolutions the Committee met twice and unanimously decided to recommend the appended report to the Seanad.

The Appoinments’ Committee selected by the Senate to consider the scale of remunerations of Officers and Members of the Senate, and to appoint a Clerk and Deputy Clerk to the Senate sat on December 13th and 14th, and consisted of the following Senators:—Jameson, Sir John Griffith, Gogarty, Westropp, Bennett, O'Dea, Parkinson, McLysaght, Col. Moore, Sir Thomas Esmonde, Farren, Mrs. Wyse Power.


Senator Colonel Moore acted as Chairman, and Senator Gogarty as Secretary.


The Committee recommended:—


1. Free first-class vouchers of season tickets to and from the homes of Senators to be provided.


2. That the Scale* of Salaries remain the same as that of Dáil Eireann.


3. That Major General Dalton and Captain O’Keeffe be elected Clerk and Assistant Clerk to the Senate. And that the first period of twelve months be probationary.

* Note.—In the case of the Clerk and Assistant Clerk to the Senate the following adjustment was decided on:—Clerk to receive £1,100 per annum. Deputy Clerk to receive £950 per annum.
